I wonder if a remake or concept art would elaborate on the true appearance of General Leo. There is an obvious disparity between the character portrait and the character sprite.

The character portrait is basically a 16-bit representation of his Amano design.
I don't think he's supposed to have a moustache, though. It's honestly hard to tell, but I believe those are just his lips.
If that's his lips, does that mean they sell gold lipstick in Vector? Those crazy bastards.
