I wouldn't go that far. He pretty much killed the last /true/ ancient, Ifalna. If he was so careless that he'd let that happen, then what makes you think he's gonna do any better with Aeris?

And come to think of that, why is Shinra letting him get away with all these sick experiments on humans? Don't they see all the problems he's causing, particularly for them?
