Will there be groups, like mods, admins and front site staffers, or it a pool of primordial sludge where everyone is lumped together?
That is entirely up to the person posting their list, but ideally throw together who you'd want to be an admin. At the moment it doesn't include site staff, and that means you can include site staff that aren't already forums staff in your lists. Hooyay!
