In 7, for sure, sex exists. Cloud more or less gets sexed up by another guy when he passes out at the Honeybee Inn, after all. Don Corneo's all about sex. And yes, there's Cloud and Tifa having sex under the Highwind.
As for the other games . . . I'm not as sure.

I have only played 7-10 in the Final Fantasy series but from what I remember most of the sex innuendos are scenarios that kind of say it could of happened or it could not of happened.
Of any rpg I have played Xenogears gives absolutely the strongest indications of people having sex. Ramsus and Miang have a scene together where they are undressed in a bed talking in the middle of the night.
Fei and Elly start kissing and then the scene cuts to Elly lying in the bed with no clothes on and Fei is standing up by the bed doing jumping jacks, lol. Xenogears was intended for a little older audience than Final Fantasy games were so that is why they were probably a little more straightforward about people being sexually active.
All these characters have parents don't they?
I don't think Xenogears aimed for an older audience at all, it is more or less same audience but Xenogears probably is more daring at creating that sort of events.
That's another thing...all these underage characters going out on adventures. Where the heck are their parents? Well, we know where Tidus' dad was...DRUNK and you know, a monster.
