He's basically saying they find food and then they eat that food.
I guess it isn't as common in your backwards country as it is in Freedomland.

I just didn't get what the second part meant. The first part is pretty self-explanatory. No matter, though.
It means that they only eat if they go hunting/find food.
It means basically the same thing: it's a chiasmus, meant only to accentuate the idea of hunting or foraging for food through parallelism.
