Do You have a business suit? Do you have a suitcase? Get glowsticks, red. Line the suitcase with it so it glows red. Wear the suit. Get some cheap devil horns and make some "contract for souls" for your suit case. Then walk around the party being the devil and offer deals for souls .BAM.

Ada Wong from Resident Evil (doesn't matter if she's Asian and you're not). If you have a plain red dress there you go or just get one at a thrift store and cut it. Heels, Velcro from an arts and crafts store for the gun strap and a toy gun that you can spray paint if isn't black already. The spray paint will probably be the most expensive thing. Not much effort involved and cheap.

go as a cow girl, probably have most if not all the bits you need and cowboy hats and guns are cheap.
My sister's first gf has been dressing up as Wonder Woman for years. Red one piece swimsuit, can't remember what they did for the skirt, but back then, the cuffs and crown were made from yellow construction paper. She won many a costume contest with that.
