Spuuky's post is bang on, that's a really good way to keep track of what's on sale.
Also use the wishlist system if you don't already, stick the Dreamfall games in yours and if/when they come up on sale you'll be sent an email about it and I think you get a notification within Steam as well. For example:

As I type this everything in my list is on sale for up to 50% off, but there are definitely rules to adhere to that are probably already buried somewhere in this vast topic.
- Only buy games if they're on sale on the main page, flash sales or community choice. On my list none of them are as of typing, so I'm not interested.
- Even then, if it's up for 50% off it might be worth waiting to see if it goes to 66% or even 75% later in the sale, it depends on the game.
- If Dreamfall does go on sale, it WILL go to 75% off at some point because that's the price I got it for the summer before last.
- Patience is the key, if you do end up missing a deal at any point, get it on the last day of the sale. Steam has a tendency to do a big 'encore' where everything that's been on sale appears again at it's highest discount for the summer and winter sales, so don't panic until it's completely over.

I'm going to make my usual recommendation that people buy Just Cause 2. The best sandbox game ever made.
Didn't the multiplayer mod for Just Cause 2 just recently get released too? Even more reason for people to pick up this greatest of all sandbox games!
I usually ignore steam sales, because with the exception of indies, I can almost always get games cheaper on PSN or for Free through PS+. Unless I'm willing to wait a year or two for the really big hits, there's basically no difference.

The only game I really want from the Steam sale is Baldur's Gate 2: Enhanced Edition. It's currently 33% off, but should go on one of the bigger sales at some point during the time. If not, I'll probably buy it on the last day or so just to get the 8$ off.
Although FTL is proving mighty tempting. The only think holding that one back is FTL always being on sale somewhere on the internet, so I can pick it up pretty much whenever at a reduced price.
I picked up the Just Cause 2 game and mod for like $3 so that's a good start, but smurf I'm too broke for this, didn't we just have a sale.
Good gravy, I haven't picked up anything so far because it seems like I already have almost everything, and the few things I want aren't being discounted enough. I feel like I'm failing the Steam sale this year. Some of you lovely people got me some of the games on my wishlist as birthday presents so I'll have some stuff to occupy me yet.![]()
Games I got so far:
Electronic Super Joy - I beat this already, but haven't gotten all the stars or unlockable levels. It's a challenging fun little platformer. OST is good electronic music. Certainly worth $1.50. Don't play if you have photosensitive epilepsy. I'm not sure why the checkpoints sound like orgasms.
Recettear - In this game you run an item shop and sell equipment to adventurers. I saw someone streaming it and I liked the sarcastic humor. I'm a sucker for parody. Plus I've read good reviews about it.
Duck Tales: Remastered - Modern remake of the NES game. I've been wanting this for a while, couldn't justify $15, could justify $5 or whatever I got it for.
Reus - I loooooooved Populous back in the day, and I can't help but buy any game that looks even vaguely similar, to try to recapture the magic. God-sims are best sims. This looks like it has some things going for it.
I've bought a few gifts for people. For myself, I've acquired Bionic Commando: Rearmed and Toki Tori 2 (and finally Dragon Age 2, but that wasn't on Steam).
Special thanks to selling worthless cards to pay for more than the full price of those games.
