VOTED IX, because it's better. That's not a knock against FFX, which is a fine game with one of the best implementations of turn-based combat, some of the best music, and the best mini-game in the series (blitzball). FFIX is just special.
It was the last game to capture the light-heartedness I used to love so much about Final Fantasy. FFX tried and failed. FFXII didn't even try. And I hope everyone knows by now how I feel about FFXIII. FFIX, to me, is the full package. The story isn't the greatest, but it's good. GREAT music. Fantastic characters. Great character interaction (Vivi+Quina, Vivi+Steiner, Steiner+Beatrix). A smurfing world map. Great chocobo implementation. Airship love. Interesting locations. Lots of mini-games and secret stuff to discover. A world I feel invested in. Quality moogleness.
I.E. It might not be the greatest game at any one thing, but it's near the top on almost everything, which means it averages out to one of the best (if not the best).
