So teams are not measured on head-to-heads this year and it's back to goals for/against. What happens if everything is level?

So England beat Panama 3-0, Belgium beat Tunisia 2-1 and then we draw the final game 0-0. How are the groups decided then? Is it minutes goals were scored in?

I mean I doubt it will happen but what if?
