Which FF did you feel had the best monsters?
You know, those things you kill in the thousands so you can afford that Diamond sword that has 3 more points better than the weapon you collected. Which game did you feel has the coolest monsters?

Overall, FF4. I liked the monster designs pretty well wherever I went, and I especially loved the encounters in the Lunar Subterrain. And the Clockwork Dragon in the Giant of Babil.
FF3 had pretty awesome stuff as well, especially those dragons near the end, but they were too rare for my tastes. 
FF1 has my favorite normal encounters, though, in the WarMech and Tyro/T-Rex enemies, but I'm relatively indifferent to the rest of the monster cast.

VIII gets a special commendation for not having cheap palette swaps.
I really like the set of monsters in X, because I know them so intimately from collecting 10 of them several times...

I haven't completed all of the games yet, but I would also go with X. from the moment you see the opening video introducing the characters, you just know it's on!

I would say that FF1 has the "best" monsters in the sense that those monsters feel relatively normal.
That game has monsters such as goblins, wolves, ghosts, dragons, ogres, and things of that nature;
the kinds of monsters that you are familiar with from fairy tales and stuff like that.
I guess possibly OCHO and EYE might be somewhat weird, but apart from that, the monsters in that game have nice familiar designs.
I also like that EYE is extremely good for Level-grinding;
it is a boss with a set encounter square that gives 3,225/(number of characters) Experience Points for each character, and this makes it very easy to gain Levels;
at least when you have made sure that he cannot kill you with any of his instant death attacks
(you are guaranteed to be protected from all of those attacks as long as you have over 300 HP, and have the Ribbon and the ProRing equipped - and you probably don't even need to take all of those precautions all at once, but it doesn't hurt to do that).

I echo the FFXII sentiment. I like their designs.
FF8 has the best Gilgamesh.
