Silent Hill. The first one of course. The second one was pretty good as well, but I didn't like the third one so much. Still have yet to play the fourth one. Resident Evil was pretty good too. Haven't played Fatal Frame, so I can't judge that. But Silent Hill most definitely takes the cake for scariest game that I've ever played.

Also I once had a nightmare about the tunnel of love from Sam and Max hit the road.

Probably Aliens on the megadrive. It petrified me.
Horror games aren't really my style....but one of the scariest games I've played was doom 3...GOD THE BEGINING WAS SOOOO FREAKY!!!!!
other than that...the only horror games were silent hill 4 and resident evil 4...but RE4 didn't scare me that much, and I only rented silent hill 4 T_T

Silent Hill. especially Silent Hill 4: The Room with the ghosts and hauntings. horror goes all the way in Silent Hill.
Harvest Moon. Any Game with such a stupid premise thats that addicting isn't right, the only reason is a deal with the Devil.
Im glad someone mentioned Siren. Not particulary scary until you start looking through the eyes of the zombie things. The tension kills me.
Resident Evil 2 is mayb the worst. I never had time to get scared cause my friend told everything what was going to happen...
MGS2: Substance is the only game what made me freak out.

Silent Hill 2, Resident Evil Remake (somewhat), Resident Evil 2. That's it, really. Resident Evil 2 wasn't my game, but I would play it when my friend brought it over. He was too afraid to play it, though, and gave it to me.
I can't really decide if it's System Shock 2 or Resident Evil 2...
