If you watch the ATE in Treno of him robbing Dagger, if you talk to him as Steiner, you get a power belt (or strength belt, I can't quite remember the name) so it's not too bad that he robs you at that point.

I loved that scene when Steiner catches himwouldve been quite funny if we bumped into him all over the different cities each time interacting with one character at a time.
