if someone was staff and stepped down, they gave up the posi<b></b>tion and no longer deserve it. If you really need someone for staff, consider/find someone knew.

Yeah, because stepping down completely erases everything done to deserve a staff position in the first place.

Yeah? Try stepping down from a position anywhere. As soon as the offer was made to you and it's turned down, or as soon as you step down, they find a replacement. You LOST the position, regardless of how much you "deserve" it. And apparently he was a real arse about it too, he said that much himself. He doesn't deserve to be back on staff. What NEW thing has he done to earn the spot once again? You can't rely on the same crap that got him there in the first place. He had to have done something new.
