I doubt it would be as the majority of materia can be purchased in shops such as Ice, Cure, Fire, Lighting etc, Quake would just be as eligible as the rest of them as they all level up in 3's except the odd few. If it was a materia then it would need a lot more explaining in the riddle which it doesn't.

Unless however it is referring to the items which can cast those individual spells such as Earth Mallet for Quake3, but I'm trying to remember, can those items be used with item command?

I think that the answer is the 65th Keycard to the shinra building. you can purchase hints for the answer so you're still "buying" the item in a sense, but its pointless if you are "smart" :P I'm just a bit off balance with the whole three thing. cause there are 4 libraries.

Although in my game Death Force not only protected me, but could protect the Death Dealer from Roulette. That meant I could learn it on all three party members in one encounter.

The clue must be answered in all areas. There are lots of "4ths" about and "deaths" but there is only a few things that can apply to "I look like 2 others, that is because I've changed" [all parts of this are literal and not vague]

Bahumut Zero does not literally look like Neo or Bahumut, even though it is a bahumut summon. Although this was an excellent guess.

2) 4 might refer to the endgame, so it may be in the Northern Crater.

That combined with Death, suggests to me Death Dealers, which can cast the instant-death Roulette, and drop Kiss of Death, and contain the word in the names.

Sounds to me like Jenova DEATH. Its palette swapped with LIFE and BIRTH, and is also 'changed' into Sephiroth's form, making this the literal reason they look alike.

I can't think of a sensible reason for '4th' though, except perhaps the fourth continent, but LIFE is there too so thats not much help. I'm really only guessing DEATH over the other two because the word is in the clue.

If I'm right someone else can post... though I feel bad if it is as this really isn't solved.

nope :P and the cannon was set up in same area as you start game before you jump the bridge. Sector 8 I believe...
at least that is the route you take to get to Hojo.

Is it Staniv, the fourth boss Yuffie fights in the Pagoda. His model has been used on other monsters. Not too sure about the death can be arranged bit for him though, as he is pretty weak - sounds like it suits Godo more, but he is on the fifth floor.

The clue is from the perspective of Staniv. It is staniv who is telling you the clue.

You meet him on the 4th level of the pagoda. You challange him, he can arrange your death, or at least he tries to. Staniv CHANGES into a monster which has 2 model textures.

In other words "I look like 2 others, that is because I've changed" is literally that he changed from human to the monster ;) In fact they all say "change" before they do battle with you.

It wasn't that hard when you think logically.

is it Sephiroth? The real him is in the bottom of the Norther Cave, he has to wait till all the "clones" get there. Through the game all the clones are searching for him, and when Cloud gets there Cloud... again gives the Black Materia to Sephiroth which unlocks him once again from his "slumber", if you will, and the weapons are released.

Is it the Key to the Ancients? It underneath the water in a cave with no light. It's a key so it cant move or fight. Everyone sees it as the Key to finding the Promise Land, and everyone want to find it cause their all Greedy (Shin-ra wants the Mako, and Sephiroth want to destroy everything). You don't really know what it does, but when you get back to the City of Ancients you learn that Aeris has summoned Holy but you must kill Sephiroth for Holy to be released and stop meteor, and all Holy wants to do is save the planet.
